Planning committee approves site plan for Cliff Avenue parking lot

There’ll be no paving paradise, but plans for a parking lot on Cliff Avenue are moving forward.

The site plan for the parking lot was given a green light by Huntsville’s Planning Committee on March 16. The approval comes following numerous negotiations with abutting residents and the lifting of an appeal to the zoning bylaw, which could have seen the proposal embroiled in an Ontario Municipal Board hearing.

The property at 10 Cliff Avenue, which also backs onto Meadow Park Drive, contained a single residential home. It was recently purchased and cleared to provide parking for staff at the dental practice of Sharon and John Koncan, who operate out of the Sunrise Building off King William Street.

Lanny Dennis, representing Lesley Caswell who filed the appeal and has interests in an abutting property at 12 Cliff Avenue, told committee that he appreciates the cooperation of the Koncans and their representative John Gallagher. Dennis said he met with Gallagher and the parties were able to arrive at a compromise.

Details about the spacing and type of trees to be used as a buffer between the parking lot and the abutting property at 12 Cliff Avenue were hammered out. Dennis also requested specific wording ensuring that the use of the parking lot be restricted to only the occupants and staff at the Sunrise Building. He also requested that signage be put in place stating that unauthorized vehicles parked at that location will be towed at the owner’s expense.

Gallagher concurred with Dennis’ requests and said the proponents have tried to satisfy the concerns of area property owners as best as possible.

“The parking lot as stated before is going to be a grassed parking lot and there is going to be no lighting there et cetera,” he said.

If it ever becomes a single family dwelling again then the site plan agreement would be lifted and released from title such that it’s a single family dwelling and you don’t need a site plan for a single family dwelling. The hedge and the fence will be established and that’ll just be maintained on the property.

Gallagher said the changes to the parking lot through the site plan being proposed shows the proponents’ willingness to resolve the situation instead of “going into a lengthy OMB (Ontario Municipal Board) hearing.”

Councillor Jonathan Wiebe commended the parties for not digging in their heels and arriving at an agreement. The Committee’s recommendation will be forwarded to Huntsville Council for final approval.
