Federal offender wanted on a Canada-wide warrant

The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting the public’s assistance in locating a federal offender wanted on a Canada Wide Warrant as a result of a breach of their Statutory Release.

 Lucan WATTERS is described as a Caucasian Male, 47 years of age, 5″6′(168cm), 130 lbs.(59kgs) WATTERS has several Tattoos;

• Left side of neck – wave
• back of neck- ‘FTW’
• upper left arm – ‘hard luck’ with a green clover,
• upper right arm – barbed wire,
• chest – ‘J.D.J.D’
• lower back – “Watters”

WATTERS is serving a 4-year, 11-month, 5-day sentence for the following:

• POSS SCHEDULE I/II SUBST FOR PURP TRAFF
• B E W/INTENT – NOT DWELLING HOUSE
• UNAUTH POSS FA/PROH OR REST WPN IN M/V
• POSS WEAPON CONTRARY TO PROH ORDER
• FAIL TO COMPLY WITH ORDER – AT LARGE
• FAIL TO ATTEND COURT SUBS

The offender is known to frequent Peterborough, Trent Hills, Campbellford, Norwood, Toronto.
