December 2017 Council

Council continues negotiations with De Novo for the sale of the Waterloo building

The Waterloo Summit Centre for the Environment was part of Huntsville Council’s closed session discussions on Tuesday, December 19, but when it emerged from the closed meeting there was no bylaw. That bylaw is required in order to move forward with the disposition of the building.

Following the meeting, Huntsville CAO Denise Corry told Doppler that negotiations with De Novo Trust are still ongoing. “There was some clarification that was required from De Novo’s end. We were clear on what was being requested and what was being submitted but De Novo required some clarity on a provision of their proposal before they could proceed with the purchase,” she said.

“They had other provisions in their proposal that we had to peter out and I just got clear direction [from] council today on what their [council’s] position is,” explained Corry of the closed session discussions that took place. “I’ll report back to De Novo and De Novo will have to decide if they want to proceed or whether they wish to withdraw.”

If De Novo withdraws, Corry will return to council with that information and see how it wants to proceed. Options may include accepting De Novo’s withdrawal and considering the remaining submissions, going out for a new RFP with a different set of parameters, listing the property with the realtor of record for the Town, or continuing to operate the facility while ramping up rentals and sales.

Corry said if the parties do arrive at a consensus, a special meeting will be called. Otherwise the issue of what to do with the Waterloo building will be dealt with in the New Year.

When council emerged from closed session discussions at its November meeting to announce it would be accepting De Novo’s bid for $3,950,000, how much property would form part of that sale was not clear, as stated in an interview with Doppler immediately following the announcement by the chair of De Novo’s board. You can find that story here and the Town’s press release following the announcement here.

Following its announcement council received numerous letters from the public. You can find the public report that went to council, including letters from the public here.
