Province releases 2025 Sunshine List

On March 27, the Province of Ontario released the Public Sector Salary Disclosure for 2025.

The Public Sector Salary Disclosure Act, 1996 requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries, and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Among the top earners for 2025 in the region were as follows:

Simcoe Muskoka District Health Unit

• Simcoe Muskoka District Health Unit’s Dr. Lisa Simon, new Medical Officer of Health and Chief Executive Officer, earned $315,041.93 in 2025.
• Simcoe Muskoka District Health Unit’s Dr. Colin Lee, Associate Medical Officer of Health, earned $274,378.38.

Muskoka Algonquin Healthcare

• Cheryl Harrison, MAHC President and Chief Executive Officer, earned $298,458.67.

Trillium Lakelands District School Board

• Wes Hahn, Director of Education for the Trillium Lakelands District School Board, earned $263,919 in 2025.

Simcoe Muskoka Catholic District School Board

• Former Education Director Frances Bagley earned $282,921.28 in 2025 before retiring last summer.

District Municipality of Muskoka

• District Municipality of Muskoka’s Chief Administrative Officer, Julie Stevens, earned $301,359.67 last year.
• District Municipality of Muskoka Commissioner of Health Services, Norm Barette, earned $213,240.90 in 2025.
• District Municipality of Muskoka Commissioner of Finance, Suzanne Olimer, earned $213,240.89 in 2025.
• District Municipality of Muskoka Commissioner of Engineering and Public Works, James Steele, earned $213,240.87 in 2025.
• The District Municipality of Muskoka had 134 employees earning $100,000 or more in 2025, up from 124 in 2024.

Town of Huntsville

• Denise Corry, Chief Administrative Officer for the Town of Huntsville, earned $193,006.98 in 2025.
• Kirstin Mazwell, Director of Development Services, earned $164,860.54.
• Randy Bissonette, Director of Operations for the Town of Huntsville, earned $155,723.88 in 2025.
• In total, there were 27 Town of Huntsville employees on the 2025 Sunshine List compared to 21 employees in 2024.

Bracebridge

• Rettie Stephen, Chief Administrative Officer for the Town of Bracebridge, earned $235,163.24 in 2025.
• Paul Judson, Director of Finance/Treasurer, earned $164,270.68 in 2025.
• Cheryl Kelly, Director of Planning and Development Services, earned $164,270.68.
• In total, 21 employees from the Town of Bracebridge were on the sunshine list. The number remains the same as in 2024.

Town of Gravenhurst

• Chief Administrative Officer for the Town of Gravenhurst, Scott Lucas earned $200,013.51 in 2025.
• Director of Infrastructure Services, Andrew Stacey, earned $157,081.11.
• Director of Finance/Treasurer for the Town of Gravenhurst earned $152,311.59 in 2025, as did Director of Development Services, Melissa Halford.
• In total, the Town of Huntsville had 19 employees on the list compared to 20 in 2024.

Township of Muskoka Lakes

• Township of Muskoka Lakes CAO David Pink earned $209,913.48
• Township of Muskoka Lakes Director of Financial Services Gerald Donaldson earned $164,661.10 last year.
• There were 23 Township of Muskoka Lakes employees on the Sunshine List in 2025, compared to 11 in 2024.

Township of Lake of Bays

• Director of Public Works Steve Peace earned $173,620.47 in 2025.
• Director of Corporate Services Carry Sykes earned $161,933.26 last year.
• CAO, Geoff Carleton, earned $149,991.23.
• There were nine Township of Lake of Bays employees on the list this year, compared to 11 in 2024.

Township of Georgian Bay

• Township of Georgian Bay Chief Administrative Officer Greg Mariotti earned $194,566.54.
• Director of Finance for the Township of Georgian Bay, Jasvinder Rattigan, earned $159,193.04.
• The Township of Georgian Bay had 15 employees on the list, down from 21 in 2024.
