The Fraser Institute released its Report Card on Ontario’s Secondary Schools 2025 November 27, ranking 747 public, Catholic, and independent high schools across the province using seven academic indicators drawn from standardized test results.
Several Muskoka-area high schools landed near the middle of the provincial standings:
- Gravenhurst High School
Score: 6.9 | Rank: 238 of 747 - Bracebridge and Muskoka Lakes Secondary School
Score: 6.7 | Rank: 275 of 747 - Huntsville High School
Score: 6.4 | Rank: 326 of 747 - St. Dominic Catholic Secondary School
Score: 5.4 | Rank: 497 of 747
The annual report, authored by Peter Cowley, Joel Emes and Max Shang, is designed to give parents and the public access to long-term, comparable academic performance data. Researchers say the data challenge the belief that school performance is fixed.
“Contrary to common misconceptions, the data suggest every school is capable of improvement regardless of type, location and student characteristics,” the report states.
The Fraser Institute last released elementary school data in 2024. Among Muskoka-area schools:
- Macaulay Public School scored 7.6 (516/3021)
- Riverside Public School scored 7.4 (626/3021)
- K.P. Manson Public School scored 7.3 (687/3021)
Lower results were recorded at several schools, including Saint Mary’s School, which scored 1.4, and Muskoka Falls Public School, which scored 3.8.

The Fraser Institute says the report is not intended to rank students or teachers but to provide objective, comparable data that allows families to track trends and compare schools across Ontario.
