Charges laid following investigation into fraudulent driver examinations in the GTA

Seven people have been charged following an investigation into fraudulent activity related to driver examinations in the Greater Toronto Area.

In September 2024, the Serious Fraud Office (SFO) began an investigation into suspected irregularities in the driver examination process for G-class licences in Ontario. The investigation examined allegations that bribes were facilitated in exchange for favourable consideration during specific applicants’ testing.

As a result of the investigation, seven individuals have been arrested and charged with a combined total of 25 Criminal Code offences. Further details relating to the accused and their respective charges are available in the attached Addendum of Charged Persons.

The accused have been released from custody and are scheduled to appear before the Ontario Court of Justice in Toronto on Wednesday, May 13, 2026.

This investigation is ongoing. Anyone with information that could assist with the investigation is asked to call the OPP at 1-888-310-1122. Should you wish to remain anonymous, contact Crime Stoppers at 1-800-222-8477 (TIPS) or ontariocrimestoppers.ca.

The SFO acknowledges the important contributions made by the Ministry of Transportation, the Forensic Accounting Management Group (FAMG) and Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) in relation to this investigation.

“The OPP is committed to keeping Ontario safe. This investigation reflects our ongoing responsibility to protect the public and ensure that systems designed to keep people safe are not undermined,” Detective Superintendent Jennifer Spurrell, OPP Financial Crime Services.
