The Elementary Teachers\u2019 Federation of Ontario says <a href=\"https:\/\/twitter.com\/ETFOeducators\/status\/1218155436181987333\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\">this is the first time in more than 20 years<\/span><\/a> that four education unions have moved into a strike position.<\/p>\n<p>This news comes after months of discontent among teachers\u2019 unions and a <span style=\"text-decoration: underline;\"><a href=\"https:\/\/globalnews.ca\/news\/6281418\/osstf-second-one-day-strike\/\" target=\"_blank\" rel=\"noopener noreferrer\">December job action<\/a><\/span> by the union representing Ontario secondary school teachers.<\/p>\n<p>For some residents, this disruption in education under Doug Ford\u2019s Conservative government may come as a surprise.<\/p>\n<p>However, to those who have followed developments in how the province has managed education over the past two decades, it is in many ways a chilling reminder of the school fallout of 1995-2002, when Mike Harris was premier.<\/p>\n<p>In 1997, an Ontario-wide teacher strike affecting<span style=\"text-decoration: underline;\"> <a href=\"https:\/\/ottawasun.com\/2012\/09\/12\/the-1997-teachers-strike\/wcm\/9dbd6b87-b1c0-4487-8fc2-2ea26c161cb7\" target=\"_blank\" rel=\"noopener noreferrer\">more than two million students was at the time the largest teacher strike in North American history<\/a><\/span>, according to media reports.<\/p>\n<div style=\"width: 610px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/images.theconversation.com\/files\/311194\/original\/file-20200121-117927-dyhxbw.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/311194\/original\/file-20200121-117927-dyhxbw.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=237&amp;fit=clip\" sizes=\"auto, (min-width: 1466px) 754px, (max-width: 599px) 100vw, (min-width: 600px) 600px, 237px\" srcset=\"https:\/\/images.theconversation.com\/files\/311194\/original\/file-20200121-117927-dyhxbw.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=600&amp;h=351&amp;fit=crop&amp;dpr=1 600w, https:\/\/images.theconversation.com\/files\/311194\/original\/file-20200121-117927-dyhxbw.jpg?ixlib=rb-1.1.0&amp;q=30&amp;auto=format&amp;w=600&amp;h=351&amp;fit=crop&amp;dpr=2 1200w, https:\/\/images.theconversation.com\/files\/311194\/original\/file-20200121-117927-dyhxbw.jpg?ixlib=rb-1.1.0&amp;q=15&amp;auto=format&amp;w=600&amp;h=351&amp;fit=crop&amp;dpr=3 1800w, https:\/\/images.theconversation.com\/files\/311194\/original\/file-20200121-117927-dyhxbw.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;h=441&amp;fit=crop&amp;dpr=1 754w, https:\/\/images.theconversation.com\/files\/311194\/original\/file-20200121-117927-dyhxbw.jpg?ixlib=rb-1.1.0&amp;q=30&amp;auto=format&amp;w=754&amp;h=441&amp;fit=crop&amp;dpr=2 1508w, https:\/\/images.theconversation.com\/files\/311194\/original\/file-20200121-117927-dyhxbw.jpg?ixlib=rb-1.1.0&amp;q=15&amp;auto=format&amp;w=754&amp;h=441&amp;fit=crop&amp;dpr=3 2262w\" alt=\"\" width=\"600\" height=\"351\" \/><\/a><p class=\"wp-caption-text\">Protesters against cuts in education in Ontario march outside an Ottawa hotel, site of the Ontario Conservative Party Leadership debate, January 2002 (CP PHOTO\/Fred Chartrand)<\/p><\/div>\n<h2><\/h2>\n<h2>Manufactured Crisis<\/h2>\n<p>Harris\u2019s Progressive Conservative government shaped educational policy <a href=\"https:\/\/www.tvo.org\/video\/archive\/mike-harris-on-the-common-sense-revolution\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\">through his vision of a \u201cCommon Sense Revolution<\/span>.\u201d<\/a> The Ontario premier believed that schools, school districts and teaching staff were ineffective and inefficient. His \u201crevolution\u201d sought to bring a degree of restraint to a system that he deemed was <span style=\"text-decoration: underline;\"><a href=\"http:\/\/ofl.ca\/wp-content\/uploads\/1998.11.01-Report-OAB-EducationFunding.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">out of control and in chaos<\/a><\/span>.<\/p>\n<div style=\"float: left; margin-right: 14px;\"><strong><broadstreet-zone zone-id=\"45658\" keywords=\"\" soft-keywords=\"true\" zone-alias=\"\"><\/broadstreet-zone><\/strong><\/div>\n<p>In September 1995, Harris\u2019s education minister, <a href=\"https:\/\/legacy.oise.utoronto.ca\/research\/field-centres\/TVC\/RossReports\/vol5no1.htm\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\">John Snobelen, was caught on tape announcing his government\u2019s mandate to create a crisis in education<\/span><\/a> in order to <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.theglobeandmail.com\/news\/national\/chalk-lines-drawn-over-ontarios-education-policies\/article1031880\/\" target=\"_blank\" rel=\"noopener noreferrer\">gain public support for reform<\/a><\/span>. The tape became public and efforts to control the damage began.<\/p>\n<p>One of the major ways that governments respond to such issues are to reinforce measures of control. As Oscar Wilde, the Irish poet and playwright said, \u201c<span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.oxfordreference.com\/view\/10.1093\/acref\/9780191843730.001.0001\/q-oro-ed5-00011525\" target=\"_blank\" rel=\"noopener noreferrer\">Nothing succeeds like excess<\/a><\/span>.\u201d Snobelen later admitted he had made the case for greater accountability in education <span style=\"text-decoration: underline;\"><a href=\"https:\/\/journalhosting.ucalgary.ca\/index.php\/cjeap\/article\/view\/31168\" target=\"_blank\" rel=\"noopener noreferrer\">sound more critical than it actually was<\/a><\/span>.<\/p>\n<h2>Neoliberal education<\/h2>\n<p>While Harris introduced a comprehensive program that aimed to reduce taxes while balancing the budget and reducing the size and role of government, his plan closely mirrored the politics of British Prime Minister Margaret Thatcher and U.S. President Ronald Reagan. (CP PHOTO\/Frank Gunn)<\/p><\/div>\n<p>Creating a crisis in education by calling into question teacher professionalism has become a <span style=\"text-decoration: underline;\"><a href=\"https:\/\/journalhosting.ucalgary.ca\/index.php\/cjeap\/article\/view\/31168\" target=\"_blank\" rel=\"noopener noreferrer\">familiar strategy by neoliberal educational policy-makers<\/a><\/span>.<\/p>\n<p>Journalist Naomi Klein has argued that advocates of neoliberal free market policies have sought to <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.penguinrandomhouse.ca\/books\/93662\/the-shock-doctrine-by-naomi-klein\/9780676978018\" target=\"_blank\" rel=\"noopener noreferrer\">exploit or even create crises in order to push controversial policies on citizens while they are too distracted<\/a><\/span> to mount resistance.<\/p>\n<p>The neoliberal model for analyzing education examines students primarily as <span style=\"text-decoration: underline;\"><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000247328\" target=\"_blank\" rel=\"noopener noreferrer\">human capital who must become more economically competitive as future workers<\/a><\/span>, and must develop the <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/ontario-education-minister-lisa-thompson-increases-class-sizes-high-school-benefits-1.5064285\" target=\"_blank\" rel=\"noopener noreferrer\">skills and attitudes<\/a><\/span> to compete efficiently and effectively.<\/p>\n<h2>Math scores first attacked<\/h2>\n<p>In Harris\u2019s Ontario, student math scores were attacked, followed by literacy scores. However, these attacks soon became a general call for greater accountability overall, including the <span style=\"text-decoration: underline;\"><a href=\"https:\/\/professionallyspeaking.oct.ca\/september_1999\/re-certification.htm\" target=\"_blank\" rel=\"noopener noreferrer\">periodic testing and re-certification of teachers<\/a><\/span>.<\/p>\n<p><em><strong>(Read more: <a href=\"http:\/\/theconversation.com\/ontario-math-has-always-covered-the-basics-115445\">Ontario math has always covered &#8216;the basics&#8217;<\/a>)<\/strong><\/em><\/p>\n<p>Harris\u2019s government called for standardized testing and the <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.ola.org\/en\/legislative-business\/bills\/parliament-36\/session-1\/bill-30\" target=\"_blank\" rel=\"noopener noreferrer\">Education and Quality Accountability Office Act<\/a><\/span> (EQAO) was passed into law in 1996.<\/p>\n<p>Currently, the EQAO oversees reading, writing and mathematics testing for grades 3, 6, 9 and 10. Although the process may have been somewhat clandestine, the message was obvious. The attack on education to justify outcomes quantified as scores had begun.<\/p>\n<h2>Outcomes-based education<\/h2>\n<p>Standards-based education fits in current contexts of neoliberalism, in which schools are often viewed as consuming huge amounts of money without producing adequate results.<\/p>\n<p>Neoliberal educational reform had its beginnings in the United Kingdom, and the <span style=\"text-decoration: underline;\"><a style=\"background-color: #ffffff;\" href=\"https:\/\/www.gov.uk\/government\/organisations\/ofsted\" target=\"_blank\" rel=\"noopener noreferrer\">Office for Standards in Education<\/a><\/span> (OFSTED) continues to monitor the success or failure of public schools to improve student achievement scores in Great Britain. The United States and other countries have followed suit with outcomes-based education wedded to standardized testing.But isn\u2019t it more costly to society \u2014 and to the economy \u2014 if cuts erode opportunities to <span style=\"text-decoration: underline;\"><a href=\"https:\/\/theconversation.com\/high-school-dropouts-cost-countries-a-staggering-amount-of-money-115396\" target=\"_blank\" rel=\"noopener noreferrer\">positively shape young people\u2019s lifelong success through early and ongoing quality education<\/a><\/span>?<\/p>\n<h2>Compulsive standards?<\/h2>\n<p>Education researcher Linda McNeil of Rice University notes in her book <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.routledge.com\/Contradictions-of-School-Reform-Educational-Costs-of-Standardized-Testing\/McNeil\/p\/book\/9780415920742\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Contradictions of School Reform<\/em><\/a><\/span> that high student scores doesn\u2019t necessarily mean students are learning for the long-term.<\/p>\n<p>Students become adept at test-taking, she argues, but do not retain what they\u2019ve learned because it never moves to the long-term memory. Tests typically rely only on short-term memory, which is why progressive education tends to be more projects-based than exam-based.<\/p>\n<p>Her analysis also points to the compulsive nature of standardizing education whereby teachers are forced to take time away from teaching the curriculum to prepare students for tests. This is becoming a global phenomenon in the name of a vibrant economy.<\/p>\n<p>As standards-based education has grown and teachers\u2019 credibility or professionalism is besmirched, private corporations have benefited.<\/p>\n<p>Multi-trust academies have <span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.lse.ac.uk\/social-policy\/Assets\/Documents\/PDF\/Research-reports\/Academies-Vision-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">benefited financially by taking over failing schools in the U.K.<\/a><\/span> Companies that offer education modules, tutoring or lesson plans reap benefits as fee-for-service providers. Indirectly, they may also benefit if teachers, strapped for time and resources, rely on free corporate lesson plans, such as through <span style=\"text-decoration: underline;\"><a href=\"https:\/\/nature.disney.com\/educators-guides\" target=\"_blank\" rel=\"noopener noreferrer\">Disney lesson plans<\/a><\/span>. While the impacts are global, the implications are local.<\/p>\n<p>In Ontario, educators\u2019 rotating strikes are drawing attention to the needs of their students. Will the solution be to offer more standardized tests and more competition?
