{"id":78734,"date":"2019-12-16T04:57:13","date_gmt":"2019-12-16T09:57:13","guid":{"rendered":"https:\/\/huntsville.dopperonline.ca\/?p=78734"},"modified":"2019-12-17T16:07:58","modified_gmt":"2019-12-17T21:07:58","slug":"councillor-brian-thompsons-text-contravenes-code-of-conduct-integrity-commissioner","status":"publish","type":"post","link":"https:\/\/doppleronline.ca\/huntsville\/councillor-brian-thompsons-text-contravenes-code-of-conduct-integrity-commissioner\/","title":{"rendered":"Councillor Brian Thompson&#8217;s text contravenes Code of Conduct: integrity commissioner"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p>Huntsville Councillor Brian Thompson is in hot water over a text message he sent Grant Nickalls, a director at Hunters Bay Radio (HBR), &#8220;containing a vulgar comment&#8221; about the station\u2019s managing director Jeff Carter, according to a report compiled by the municipality\u2019s integrity commissioner.<\/p>\n<div style=\"float: left; margin-right: 14px;\"><strong><broadstreet-zone zone-id=\"45658\" keywords=\"\" soft-keywords=\"true\" zone-alias=\"\"><\/broadstreet-zone><\/strong><\/div>\n<p>&#8220;We should chat soon before HBR becomes the mouthpiece of TW [Councillor Tim Withey],&#8221; begins the text attached to the report by integrity commissioner Robert Swayze, and included in the agenda package for Huntsville Council\u2019s upcoming December 17 meeting.<\/p>\n<p>&#8220;Jeff would likely blow TW just to be part of the ongoing tempest in a teapot!!!&#8221; adds Thompson in his text. According to Withey, Thompson&#8217;s text was in relation to Withey&#8217;s opposition to building two &#8220;brand new&#8221; hospitals in Muskoka.<\/p>\n<p>Carter launched a complaint about the text and following an investigation Swayze concluded that Thompson\u2019s text, which he said contained &#8220;profane and guttural language,&#8221; is in contravention of the Council Code of Conduct. Swayze also noted that the Code urges councillors to treat members of the public with dignity, understanding, and respect.<\/p>\n<div id=\"attachment_78741\" style=\"width: 306px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-78741\" class=\"wp-image-78741 size-full\" src=\"https:\/\/media-doppleronline-ca.s3-accelerate.amazonaws.com\/2019\/12\/Screen-Shot-2019-12-15-at-3.44.16-PM.png\" alt=\"\" width=\"296\" height=\"524\" srcset=\"https:\/\/media-doppleronline-ca.s3-accelerate.amazonaws.com\/2019\/12\/Screen-Shot-2019-12-15-at-3.44.16-PM-169x300.png 169w, https:\/\/media-doppleronline-ca.s3-accelerate.amazonaws.com\/2019\/12\/Screen-Shot-2019-12-15-at-3.44.16-PM.png 296w\" sizes=\"auto, (max-width: 296px) 100vw, 296px\" \/><p id=\"caption-attachment-78741\" class=\"wp-caption-text\">A screenshot of the text sent by Thompson is included in the integrity commissioner&#8217;s report.<\/p><\/div>\n<p>&#8220;Thompson has failed to treat a member of the public with \u2018dignity, understanding and respect\u2019. In addition, he has failed to recognize that he represents a government in all of his dealings with the public and his action reflects badly on public confidence which he should be promoting. I find that Councillor Thompson has contravened the Code,&#8221; added Swayze.<\/p>\n<p>As required, Swayze noted that he had served a copy of the complaint to Thompson and requested a response within 14 days.<\/p>\n<p>&#8220;His response was apologetic to the complainant, to members of Council and staff. He acknowledged that the text was misguided and a mistake on his part. I have decided to recommend only a reprimand because it is a first offence and this report must be made public as required by the Municipal Act. It is hoped that Councillor Thompson will be aware that a repeat offence will have more serious consequences,&#8221; added Swayze.<\/p>\n<p>His report will be brought before Council at its regular evening meeting on Tuesday, December 17, 2019.
