The next day, the same government <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.cbc.ca\/news\/politics\/tasker-trans-mountain-trudeau-cabinet-decision-1.5180269\" target=\"_blank\" rel=\"noopener noreferrer\">approved the Trans Mountain pipeline expansion<\/a><\/span> (TMX), which will be able to move almost 600,000 barrels of oil per day from Alberta to the Port of Burnaby in British Columbia.<\/p>\n<p>If this seems like a contradiction, you are not alone.<\/p>\n<p>To date, Canada is the largest single jurisdiction to have declared a national climate emergency, following nations like <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.bbc.com\/news\/uk-scotland-scotland-politics-48077802\" target=\"_blank\" rel=\"noopener noreferrer\">Scotland<\/a><\/span>, regions like <span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.catalannews.com\/politics\/item\/catalonia-joins-international-climate-emergency-campaign\" target=\"_blank\" rel=\"noopener noreferrer\">Catalonia<\/a><\/span> in Spain and cities like <span style=\"text-decoration: underline;\"><a href=\"https:\/\/vancouver.ca\/green-vancouver\/climate-emergency-response.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">Vancouver<\/a><\/span> and <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.theclimatemobilization.org\/blog\/san-francisco-and-chico-declare-climate-emergency\" target=\"_blank\" rel=\"noopener noreferrer\">San Francisco<\/a><\/span>.<\/p>\n<h5>Climate emergency vs. state of emergency<\/h5>\n<div style=\"float: left; margin-right: 14px;\"><strong><broadstreet-zone zone-id=\"45658\" keywords=\"\" soft-keywords=\"true\" zone-alias=\"\"><\/broadstreet-zone><\/strong><\/div>\n<p>Altogether, <span style=\"text-decoration: underline;\"><a href=\"https:\/\/climateemergencydeclaration.org\/climate-emergency-declarations-cover-15-million-citizens\/\" target=\"_blank\" rel=\"noopener noreferrer\">83 million people<\/a><\/span>, living 623 jurisdictions, are now living under a state of climate emergency. The vast majority of these declarations have occurred in the last six months. The term climate emergency intentionally evokes a state of emergency \u2014 and implies imminent action on the part of the government.<\/p>\n<p>Declaring a state of emergency gives governments the powers needed to respond to the emergency, from closing roads or bridges in the case of flooding to calling out the army to manage security threats.<\/p>\n<p>By comparison, the declaration of a climate emergency is far less powerful. While governments may commit to actions when declaring a climate emergency, these actions usually amount to <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.resilience.org\/stories\/2019-05-24\/what-would-a-climate-emergency-plan-look-like\/\" target=\"_blank\" rel=\"noopener noreferrer\">creating plans and engaging with their citizens<\/a><\/span>. Yet this is not what concerned citizens and non-governmental organizations expect in response.<\/p>\n<p><em><strong>Read more:<br \/>\n<a href=\"http:\/\/theconversation.com\/language-matters-when-the-earth-is-in-the-midst-of-a-climate-crisis-117796\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\">Language matters when the Earth is in the midst of a climate crisis<\/span><\/a><br \/>\n<\/strong><\/em><\/p>\n<p>They demand radical action: the dramatic <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.bbc.com\/news\/newsbeat-47570654\" target=\"_blank\" rel=\"noopener noreferrer\">reduction of greenhouse gas emissions<\/a><\/span>, commitments to <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.vice.com\/en_ca\/article\/mb8p9y\/declaring-a-climate-emergency-is-meaningless-without-strong-policy\" target=\"_blank\" rel=\"noopener noreferrer\">keep fossil fuels in the ground<\/a><\/span>, the end of <a href=\"https:\/\/www.climateemergencyinstitute.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">s<span style=\"text-decoration: underline;\">ubsidies to fossil fuel producers<\/span><\/a> and <span style=\"text-decoration: underline;\"><a href=\"https:\/\/climateemergencydeclaration.org\/infoflyer\/\" target=\"_blank\" rel=\"noopener noreferrer\">support for the rapid expansion of renewable energy<\/a>.<\/span> The TMX approval suggests that radical action is off the table \u2014 at least for now.<\/p>\n<h5>The climate lens approach<\/h5>\n<p>Governments can take a more pragmatic approach when facing a climate emergency. They can apply a \u201c<span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.transparency-partnership.net\/system\/files\/document\/181213b-gill-dzebo-climate-actionsdgs-pb-1811m-web.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">climate lens<\/a><\/span>\u201d approach to vet future policy decisions.<\/p>\n<p>A climate lens forces government to address the environmental impacts of their decisions. For example, Infrastructure Canada now uses a climate lens to assess both <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.wsp.com\/en-CA\/insights\/ca-climate-lens\" target=\"_blank\" rel=\"noopener noreferrer\">greenhouse gas (GHG) mitigation and climate change resilience<\/a><\/span> associated with any new project.<\/p>\n<p>Using a climate lens approach, every investment should get you closer to a cleaner future. (THE CANADIAN PRESS Jonathan Hayward)<\/p><\/div><figcaption><\/figcaption><\/figure>\n<p>In his announcement, Canadian Prime Minister Justin Trudeau pledged every dollar in federal revenue derived from the Trans Mountain expansion project to investments in <span style=\"text-decoration: underline;\"><a href=\"https:\/\/business.financialpost.com\/pmn\/business-pmn\/newsalert-trans-mountain-pipeline-expansion-gets-second-green-light-from-ottawa\" target=\"_blank\" rel=\"noopener noreferrer\">clean energy and green technology<\/a><\/span>. He was, essentially, making more than <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.cnn.com\/2019\/06\/18\/americas\/canada-trans-mountain-pipeline-expansion\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">$500 million a year in taxes<\/a> <\/span>available for these types of projects as the pipeline becomes operational, which is expected in 2022.<\/p>\n<p>This level of investment may help reduce greenhouse gas emissions and increase Canada\u2019s resilience to climate change, allowing the government to safely claim some progress. It remains to be seen, however, if Canadians will accept this offer as a good deal.<\/p>\n<h5>A good deal for Canada?<\/h5>\n<p>There are many reasons that Canadians may balk. (THE CANADIAN PRESS\/Jeff McIntosh)<\/p><\/div><figcaption><\/figcaption><\/figure>\n<p><em><strong>Read more:<br \/>\n<a href=\"http:\/\/theconversation.com\/trans-mountain-ruling-victory-for-environmentalists-but-a-setback-for-action-on-climate-change-102468\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\">Trans Mountain ruling: Victory for environmentalists, but a setback for action on climate change<\/span><\/a><br \/>\n<\/strong><\/em><\/p>\n<p>It is also not necessarily a competitive offer: the additional carbon emissions from the production of oil to fill the new pipeline are estimated to be between <span style=\"text-decoration: underline;\"><a href=\"https:\/\/edmonton.citynews.ca\/2019\/06\/18\/deadline-for-cabinet-to-decide-future-of-trans-mountain-expansion-is-today\/\" target=\"_blank\" rel=\"noopener noreferrer\">14-17 million tonnes per year<\/a><\/span>. This means the government is pricing its taxes at the equivalent of about $29 per tonne of carbon, considerably less than the <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.thestar.com\/politics\/federal\/2019\/06\/13\/canadas-carbon-price-needs-to-climb-higher-be-applied-more-broadly-in-order-to-hit-paris-target-new-report-says.html\" target=\"_blank\" rel=\"noopener noreferrer\">$50 per tonne target price<\/a><\/span>.<\/p>\n<p>Canadians are also highly aware that greening the world\u2019s economy will mean dramatically reducing the country\u2019s greenhouse gas emissions. This doesn\u2019t mean that oil must be completely phased out, particularly in the short term, but <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.arcenergyinstitute.com\/crude-oil-investing-in-a-carbon-constrained-world-2017-update\/\" target=\"_blank\" rel=\"noopener noreferrer\">carbon constraints<\/a><\/span>, including taxes and regulations will change the way oil <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.nrcan.gc.ca\/simply-science\/21691\" target=\"_blank\" rel=\"noopener noreferrer\">is produced<\/a><\/span> and <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.unenvironment.org\/explore-topics\/technology\/what-we-do\/technology-dialogue-series\/oil-and-gas-carbon-constrained\" target=\"_blank\" rel=\"noopener noreferrer\">used<\/a>.<\/span><\/p>\n<p>Canadian oil will be subject to significant scrutiny by prospective buyers around the world, who have to meet increasingly stringent carbon rules. The <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.nrcan.gc.ca\/sites\/www.nrcan.gc.ca\/files\/energy\/energy-resources\/How_Does_Canada_Respond_to_Stranded_Asset_Risk.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">risk of stranded assets<\/a><\/span> in the Canadian oil and gas sector is real and significant: if the country is going to build a pipeline, it should also take steps to ensure that the product that flows through it is what potential customers will demand.<\/p>\n<h5>Canada\u2019s options moving forward<\/h5>\n<p>There is a major disconnect between declaring a climate change emergency and approving a major oil pipeline. The government could address this in one of two ways.<\/p>\n<p>It could use carbon taxes (not corporate taxes) to support a low-carbon economy. The carbon tax raised more than <span style=\"text-decoration: underline;\"><a href=\"https:\/\/globalnews.ca\/news\/5202108\/carbon-tax-canada-2019-revenue\/\" target=\"_blank\" rel=\"noopener noreferrer\">$2.6 billion in 2018-19<\/a><\/span>, and this will likely grow to more than $5 billion as carbon prices hit $50 per tonne in 2022. If the carbon price attached to every barrel of oil was invested in GHG emission reduction and climate mitigation, this would make a major difference \u2014 on par with current government subsidies for the fossil sector.<\/p>\n<p>Another approach would be to ensure that every barrel of oil that goes into the new pipeline meets stringent regulations on greenhouse gas emissions intensity \u2014 the amount of carbon dioxide equivalents released in the production of each barrel. Canada introduced the <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/managing-pollution\/energy-production\/fuel-regulations\/clean-fuel-standard.html\" target=\"_blank\" rel=\"noopener noreferrer\">Clean Fuel Standard<\/a> <\/span>in 2016 to incentivize the domestic use of low-carbon fuels.
