While no one has a crystal ball, a glimpse of what it might grow to become is encompassed in the Town&#8217;s Official Plan, a document used to guide future planning development.<\/p>\n<p>Huntsville&#8217;s current Official Plan was adopted in 2006 and a review of the plan began in 2015. That process is now nearing completion. Town staff hosted two open houses last week to answer questions from residents about the second draft of the new plan. The Planning Act requires that a municipality update its official plan every five years, or within 10 years of the previous plan if a new comprehensive plan is being created.<\/p>\n<div style=\"float: left; margin-right: 14px;\"><strong><broadstreet-zone zone-id=\"45658\" keywords=\"\" soft-keywords=\"true\" zone-alias=\"\"><\/broadstreet-zone><\/strong><\/div>\n<h4>What&#8217;s different<\/h4>\n<p>The Town&#8217;s Manager of Development Services, Kirstin Maxwell, said that the new Official Plan varies from the previous version in some significant ways, including the addition of climate change mitigation measures and across-the-board environmental policies that address development in all areas not just specific instances.<\/p>\n<p>In July 2018, Maxwell presented a report at a special planning committee meeting that outlined some of the differences in the new draft compared to the 2006 Official Plan, including policies to help mitigate the impacts of climate change, policies to facilitate the creation of &#8216;smart value housing&#8217; (attainable, affordable housing) and secondary residential units, and policies to support active transportation initiatives. There are also new policies for compatible land use as well as policies to identify where and if height increases may be permitted.<\/p>\n<p>You can find that report <span style=\"text-decoration: underline;\"><a href=\"https:\/\/huntsvilleon.civicweb.net\/document\/13777\/E81F1464FA3F44388BB87BA04BE2E025-.pdf?handle=3C6BABEC32FD483E913C6192A28619EE\" target=\"_blank\" rel=\"noopener\">here<\/a><\/span>.<\/p>\n<h4>Highlights from the new plan<\/h4>\n<p>Storyboards displayed at the open houses provided an overview of what&#8217;s contained in Huntsville&#8217;s new Official Plan.<\/p>\n<p>Some of those details are included below. You can view the full second draft of the Official Plan <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.huntsville.ca\/en\/home-property-and-planning\/official-plan-review.aspx#Second-draft-of-the-official-plan\" target=\"_blank\" rel=\"noopener\">here<\/a><\/span>.<\/p>\n<p>Policies regarding the<strong> natural heritage system<\/strong> (biological, geological, scenic and other heritage values of provincial, regional or local significance) include a requirement for studies when development is proposed within natural heritage features, and requirements for specific natural heritage features including wetland, fish habitat, endangered and threatened species, significant wildlife habitat, areas of natural and scientific interest, and Muskoka heritage areas.<\/p>\n<p>New policies for <strong>energy conservation<\/strong> to reduce energy consumption and promote renewable energy systems, and to encourage efficient site and building design.<\/p>\n<p>There are updated policies regarding <strong>natural hazards\/development constraints <\/strong>to limit development to protect human health and safety, the natural environment, and to mitigate the influence of hazards, including a requirement to apply a one zone concept to flood-prone areas, the introduction of site plan control or community planning permit area for development within hazardous forest types for wildland fire, and requirement for development on steep slopes to integrate natural vegetation before and after construction.<\/p>\n<p>Revised policies for <strong>water resources <\/strong>promote water conservation and stewardship practices that are intended to sustain or improve water quality, including:<\/p>\n<ul>\n<li>Shoreline development policies, providing limits on permitted development and requiring the protection of the natural land form, vegetation and wetlands along shorelines.<\/li>\n<li>Direction for development to comply with the Lake System Health and recreational water quality policies of the Muskoka Official Plan.<\/li>\n<li>The protection of groundwater recharge areas, including wetlands, areas with high water tables, recharge areas, areas with soils which are unable to sustain sewage disposal systems and areas of exposed bedrock.<\/li>\n<\/ul>\n<p>New policies to assist with <strong>climate change adaptation<\/strong> (the Muskoka Watershed Council&#8217;s analysis of local data suggests that Muskoka&#8217;s climate at mid-century will be warmer and slightly wetter than at present, and that precipitation may come in fewer but more pronounced storm events) include:<\/p>\n<ul>\n<li>Directing travel-intensive land uses (commercial and major employment) to the Huntsville Urban Settlement Area to minimize commuting.<\/li>\n<li>Promoting compact development within settlement areas.<\/li>\n<li>Directing the Town to work with agencies to update floodplain modeling.<\/li>\n<li>Promoting development and new infrastructure to be designed to resist intense weather variation and wildfires.<\/li>\n<li>Promoting and facilitating active transportation and transit.<\/li>\n<\/ul>\n<div style=\"float: left; margin-right: 14px;\"><strong><broadstreet-zone zone-id=\"45658\" keywords=\"\" soft-keywords=\"true\" zone-alias=\"\"><\/broadstreet-zone><\/strong><\/div>\n<p>Policies to protect the character of <strong>community settlement areas<\/strong> including the Huntsville urban settlement area, Port Sydney, Utterson, and Novar and the Hidden Valley Resort Recreational Lifestyle Area by requiring compatible built form specific to each community and to preserve and enhance public open spaces. Policies to ensure that the height and massing of new development fits in to its surroundings, and ensuring that new development is fully serviced with sewer and water and that new lots are on public roads that are maintained year-round. The policies for the Huntsville urban settlement area also mention preserving views and vistas, ensuring that new development provides for adequate parking, and a target of at least 25 per cent of new residential units in the already built-up areas.<\/p>\n<p>General <strong>waterfront<\/strong> policies include ensuring that new development preserves the natural environment, and ensuring appropriate placement of shoreline structures. Permitting waterfront landings and individual access points only where the can suitably be accommodated and have no impact to the natural environment.<\/p>\n<p>General <strong>rural<\/strong> policies include protecting character through compatible built form, preservation of the natural environment and maintenance of vegetation on ridge lines and rock cliffs and protection of views and vistas.<\/p>\n<p><strong>Healthy community<\/strong> policies include providing and promoting greater opportunities for local food production and sales.<\/p>\n<p>A target that 25 per cent of all new residential units be<strong> smart value housing<\/strong>, which both applies to low-income populations and recognizes that rising housing costs affects all demographics, and policies requiring that certain development applications provide for future secondary residential dwelling units.<\/p>\n<p>Policies to encourage and promote safe active transportation infrastructure, secure new lands for the completion of an active transportation network in Huntsville, and consider year-round maintenance of some multi-use trails with a priority on those that connect pedestrians to public and industrial areas.<\/p>\n<p>And policies to preserve and protect Huntsville&#8217;s <strong>cultural heritage<\/strong> and archaeological resources.<\/p>\n<p><strong>Read more about these policies and others in the second draft of the Official Plan <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.huntsville.ca\/en\/home-property-and-planning\/official-plan-review.aspx#Second-draft-of-the-official-plan\" target=\"_blank\" rel=\"noopener\">here<\/a><\/span>.<\/strong><\/p>\n<h4>What&#8217;s next?<\/h4>\n<p>Town Council will hold a <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.huntsville.ca\/en\/home-property-and-planning\/resources\/Documents\/OPR\/Notice-of-public-meeting_Jan-2019.pdf\" target=\"_blank\" rel=\"noopener\">public meeting<\/a><\/span> on January 16, 2019 at 6:00 p.m. in council chambers to discuss the Official Plan. Comments can be submitted to town staff in advance of the meeting, and oral presentations may be made at the meeting.<\/p>\n<p>A special Development Services Committee meeting will then be scheduled to consider further changes that resulting from the most recent public consultations, and to recommend that the new Official Plan be adopted at the next regular council meeting. Once adopted by council, the new plan would be forwarded to the District of Muskoka for approval.<\/p>\n<p>Maxwell noted that public comments can be submitted up to the time of District approval, however the more time that staff have to address concerns the better. Once the draft has been approved by District Council, residents will still have the ability to appeal items specific to their own properties but only if they have submitted written comments or had oral comments recorded at a public meeting prior to approval of the official plan.<\/p>\n<p style=\"text-align: center;\"><strong>Don\u2019t miss out on Doppler!
