{"id":57525,"date":"2018-11-01T07:57:25","date_gmt":"2018-11-01T11:57:25","guid":{"rendered":"https:\/\/huntsville.dopperonline.ca\/?p=57525"},"modified":"2018-11-01T08:41:45","modified_gmt":"2018-11-01T12:41:45","slug":"more-than-carbon-taxes-we-need-wholescale-energy-transitions","status":"publish","type":"post","link":"https:\/\/doppleronline.ca\/huntsville\/more-than-carbon-taxes-we-need-wholescale-energy-transitions\/","title":{"rendered":"More than carbon taxes, we need wholescale energy transitions"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p><strong><em>By <a href=\"https:\/\/theconversation.com\/profiles\/emily-eaton-550461\" target=\"_blank\" rel=\"author noopener\"><span class=\"fn author-name\"><span style=\"text-decoration: underline;\">Emily Eaton,<\/span> <\/span><\/a>Associate professor, University of Regina<\/em><\/strong><\/p>\n<p>We\u2019ve heard it ad nauseum from our political leaders and the media: We can\u2019t do anything about climate change because it would cost us jobs and jeopardize our future.<\/p>\n<p><span style=\"text-decoration: underline;\">\u201c<a href=\"https:\/\/leaderpost.com\/news\/local-news\/government-funded-carbon-tax-study-raises-questions-for-researchers\" target=\"_blank\" rel=\"noopener\">We are trade exposed<\/a>.\u201d<\/span><\/p>\n<p><span style=\"text-decoration: underline;\">\u201c<a href=\"https:\/\/business.financialpost.com\/opinion\/and-heres-your-very-small-carbon-bill-canada\" target=\"_blank\" rel=\"noopener\">We can\u2019t afford a carbon tax<\/a>.\u201d<\/span><\/p>\n<p><span style=\"text-decoration: underline;\">\u201c<a href=\"https:\/\/leaderpost.com\/life\/qc\/solar-powers-popularity-is-on-the-rise-in-saskatchewan\" target=\"_blank\" rel=\"noopener\">The sun doesn\u2019t shine at night<\/a>.\u201d<\/span><\/p>\n<p><span style=\"text-decoration: underline;\">\u201c<a href=\"https:\/\/www.pipelinenews.ca\/opinion\/columnists\/so-now-we-know-what-oil-paid-for-1.13493915\" target=\"_blank\" rel=\"noopener\">Without oil, how would we pay for education or hospitals?<\/a>\u201d<\/span><\/p>\n<p><span style=\"text-decoration: underline;\">\u201c<a href=\"https:\/\/thenarwhal.ca\/the-faulty-logic-behind-argument-canadas-emissions-drop-bucket\/\" target=\"_blank\" rel=\"noopener\">But we are a drop in the bucket compared to China<\/a>.\u201d<\/span><\/p>\n<p>This is the dominant narrative in Saskatchewan, Canada\u2019s second largest oil-producing province, with the highest greenhouse gas (GHG) emissions per capita. It all points to one conclusion: Dig in and do nothing.<\/p>\n<h4>Are carbon taxes too little, too late?<\/h4>\n<p>In early October, the Intergovernmental Panel on Climate Change released <span style=\"text-decoration: underline;\"><a href=\"http:\/\/report.ipcc.ch\/sr15\/pdf\/sr15_spm_final.pdf\" target=\"_blank\" rel=\"noopener\">an urgent warning<\/a><\/span> to the global community. If, as a global community, we allow warming to <span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.ipcc.ch\/pdf\/assessment-report\/ar5\/wg2\/ar5_wgII_spm_en.pdf\" target=\"_blank\" rel=\"noopener\">exceed 1.5\u2103<\/a><\/span> we face widespread species extinction, a climate change refugee crisis and serious threats to our livelihoods, well-being and security.<\/p>\n<p>In order to have a chance at keeping global warming below 1.5\u2103 we need to reduce our emissions by 45 per cent from 2010 levels by 2030. It is crystal clear that we need drastic and immediate action in order to rescue a habitable planet.<\/p>\n<p>The federal government <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.cbc.ca\/news\/politics\/tasker-carbon-tax-plan-trudeau-1.4874258\" target=\"_blank\" rel=\"noopener\">announced in October<\/a><\/span> that it will collect a carbon tax on behalf of provinces like Saskatchewan that have refused to implement one on their own.<\/p>\n<p>A household in Saskatchewan should receive <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-most-families-will-get-rebates-from-new-carbon-tax-trudeau-says\/\" target=\"_blank\" rel=\"noopener\">a rebate amounting to about $600 per year<\/a><\/span> to offset the federally imposed tax on fuels. That\u2019s double what households in Ontario will receive.<\/p>\n<p>But the truth is we need much more than a carbon tax. We need a wholescale energy transition in every jurisdiction across the globe.<\/p>\n<h4>\u2018Regime of obstruction\u2019<\/h4>\n<p>The idea of a renewable energy transition is exciting. It opens up space to think about not just decarbonization (replacing fossil fuels with renewables), but also enhancing democracy and decolonization.<\/p>\n<p>Alongside colleagues across Western Canada, I have been studying what we are calling a \u201cregime of obstruction.\u201d Organized by companies that profit from the extraction and burning of fossil fuels, this regime is doing all it can to slow down or block the transition from fossil fuels so that the regime can remain profitable.<\/p>\n<figure class=\"align-center \">\n<p style=\"text-align: left;\"><span style=\"font-size: 14px;\">These companies use their enormous power to influence all aspects of political and civil society. They <\/span><span style=\"font-size: 14px; text-decoration-line: underline;\"><a href=\"https:\/\/www.theguardian.com\/environment\/climate-consensus-97-per-cent\/2017\/mar\/13\/the-fossil-fuel-industrys-invisible-colonization-of-academia\" target=\"_blank\" rel=\"noopener\">sponsor research<\/a>, <a href=\"https:\/\/www.policyalternatives.ca\/bc-influence\">lobby governments and fund political parties<\/a>,<\/span><span style=\"font-size: 14px;\"> and circulate narratives that suggest there are <\/span><span style=\"font-size: 14px; text-decoration-line: underline;\"><a href=\"https:\/\/cjc-online.ca\/index.php\/journal\/article\/view\/3315\" target=\"_blank\" rel=\"noopener\">no alternatives to fossil fuels<\/a>.<\/span><\/p>\n<\/figure>\n<p>This regime of obstruction pushes the perverse notion that there is no future without extracting fossil fuels and releasing their emissions into the atmosphere.<\/p>\n<p>If we are going to decarbonize our economies, we will have to challenge the corporate power of the fossil fuel industry. This will not be easy, but removing the stranglehold that the industry has on our society will allow us to introduce more justice and fairness to our economies.<\/p>\n<p>We could harness our Crown corporations to create new, unionized, green jobs in renewable energy with a priority on delivering the public universal access to energy at prices that we can all afford.<\/p>\n<p>We could empower local communities to <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1364032105000043\" target=\"_blank\" rel=\"noopener\">produce their own energy and build new green economies<\/a><\/span> on the lands they have stewarded for generations.<\/p>\n<p>We could put people to work <span style=\"text-decoration: underline;\"><a href=\"https:\/\/theleap.org\/reclaim-alberta\/\" target=\"_blank\" rel=\"noopener\">cleaning up the liabilities of the oil and gas industry<\/a><\/span> that has left over one hundred thousand wells and hundreds of thousands of kilometres of pipelines across the province.<\/p>\n<h4>Opportunities in transition<\/h4>\n<p>According to the <span style=\"text-decoration: underline;\"><a href=\"http:\/\/greeneconomynet.ca\/wp-content\/uploads\/sites\/43\/2017\/05\/Saskatchewan-long-EN.pdf\" target=\"_blank\" rel=\"noopener\">Green Economy Network<\/a><\/span> \u2014 an organization made up of unions, environmental and social justice organizations \u2014 an investment of $3.62 billion could create more than 48,000 jobs in energy efficiency, conservation, renewable energy and public transit in Saskatchewan over five years.<\/p>\n<p>The fear driving resistance to a new green economy is legitimate. Workers in Saskatchewan\u2019s coal and oil and gas producing communities are right to worry about their futures when our leaders have provided no credible, local-level, detailed plans about how a transition might work. The <a href=\"https:\/\/www.theglobeandmail.com\/news\/british-columbia\/bc-aboriginal-leader-arthur-manuel-fought-tirelessly-for-rights\/article33679268\/\" target=\"_blank\" rel=\"noopener\">l<span style=\"text-decoration: underline;\">ate Secwepemc leader Arthur Manuel<\/span><\/a> pointed out that Indigenous communities have been reduced to <span style=\"text-decoration: underline;\"><a href=\"https:\/\/ricochet.media\/en\/1863\/arthur-manuels-battle-against-the-02-per-cent-indigenous-economy\" target=\"_blank\" rel=\"noopener\">0.2 per cent of the Canadian landmass<\/a>.<\/span><\/p>\n<p>In order to grow Indigenous economies, Canada must repatriate lands and resources to these communities.
