{"id":39423,"date":"2017-10-30T08:06:26","date_gmt":"2017-10-30T12:06:26","guid":{"rendered":"https:\/\/huntsville.dopperonline.ca\/?p=39423"},"modified":"2017-10-30T08:06:26","modified_gmt":"2017-10-30T12:06:26","slug":"proposed-wage-increase-unintended-consequences-advises-district-community-services-staff","status":"publish","type":"post","link":"https:\/\/doppleronline.ca\/huntsville\/proposed-wage-increase-unintended-consequences-advises-district-community-services-staff\/","title":{"rendered":"Proposed wage increase could have unintended consequences, advises District community services staff"},"content":{"rendered":"<p>As Ontario prepares to raise its minimum wage by 2019 from $11.60 to $15.00 an hour, a warning is being issued from the most unlikely of places \u2013 Muskoka\u2019s Community Services Department.<\/p>\n<p>At the District\u2019s October 18 Community Services Committee meeting, staff recommended that Muskoka respond to the Province\u2019s request for feedback and express its concern with what could be the unintended consequences of the proposed hourly wage increase. Their concerns include a reduction of employment hours in businesses that employ minimum wage employees; a reduction of hours and consequently a reduction of income for those making minimum wage if the hourly wage increase does not compensate for the possible reduction of hours; staff also noted Muskoka\u2019s seasonal nature and said, \u201cemployers are most likely to make workforce reductions in the seasonal, service and food industries which are predominant in Muskoka and rural Ontario.\u201d<\/p>\n<div style=\"float: left; margin-right: 14px;\"><strong><broadstreet-zone zone-id=\"45658\" keywords=\"\" soft-keywords=\"true\" zone-alias=\"\"><\/broadstreet-zone><\/strong><\/div>\n<p>District Chair John Klinck said the recommendation, which was passed by committee, took him a bit by surprise. \u201cYou would think that at first blush anything that would raise the potential for anyone, in terms of income, would be a blessing. But at community services, our staff have a little bit of a different take on it,\u201d he said.<\/p>\n<p>\u201cWe all know it\u2019s not easy to be a business owner in Muskoka with the seasonality and we know that there\u2019s a great number of jobs that are categorized from the lower end of the pay scale and the fear is in order to perhaps balance the books it could very well be that hours are perhaps cut back a little bit. I\u2019m optimistic that that\u2019s not the case but, notwithstanding, we felt it appropriate to send a cautionary note to the Premier and her colleagues just to let them know that things are a little bit different here in Muskoka,\u201d said Klinck. \u201cI continue to be optimistic that it won\u2019t have a significant impact but we all know any time wages go up it is going to be passed along through the food chain sort of speak.\u201d<\/p>\n<p>District Commissioner of Community Services Rick Williams said while staff agrees with an hourly wage increase in principle, and it could be beneficial for some, there is concern with the speed and magnitude of the increase.<\/p>\n<blockquote class=\"modern-quote full\"><p>I don\u2019t think anyone knows exactly how this is all going to play out, but there is some concern and some surveys showing that many employers are likely to cut back on the either number of jobs they have or the hours of employment in small businesses and that that might be more dramatic in rural or seasonal businesses and that\u2019s bound to impact some people negatively.<br \/>\n<cite>Rick Williams, District Commissioner of Community Services <\/cite><\/p><\/blockquote>\n<p>Williams referenced studies conducted by the Ontario Chamber of Commerce and the Financial Accountability Office of Ontario that concluded that there could be anywhere from 60,000 to 75,000 jobs eliminated. \u201cAnd that\u2019s bound to have some impact in Muskoka,\u201d said Williams, who added that while hourly wage increases are a good thing, they should happen in small increments \u2013 especially in rural and seasonal communities. \u201cWe thought that maybe a slower pace might not have the negative impact,\u201d he added.<\/p>\n<p>The recommendation from staff and committee is expected to make its way to District Council in November for final approval before it is forwarded to the Province.<\/p>\n<p style=\"text-align: center;\"><strong>Don\u2019t miss out on Doppler!
