Residents at a strategic visioning session last night marked economic development and health and wellness as the priorities they want the Town of Huntsville to focus on in coming years. The session was part of a process that will “confirm a long-term vision for Huntsville and Council will use this vision to establish key directions, goals and objectives to focus on during this term.”<\/p>\n

About 30 local residents – approximately a third of them councillors and town staff – actively participated in the public session to home in on top priorities in six areas: communication, economic development, governance, health and wellness, roads and infrastructure, and sustainability.<\/p>\n

Molly Ross, District of Muskoka Communications Officer, was there to assist the Town by facilitating the discussion. She began by asking the assembled group:<\/p>\n

If you were to leave Huntsville and return in 5-10 years time, what would you hope to find when you came home? What positive changes would you like to see and what do you value that you want to see preserved?<\/p><\/blockquote>\n

<\/broadstreet-zone><\/strong><\/div>\n

The responses were varied and passionate, and included: a vibrant, stable hospital; high speed internet everywhere; a town that young people want to move to for work and play; a local, sustainable food supply; post-secondary education; clean, safe water; support for active lifestyles; a vibrant arts community and a strong cultural tourism base; and less unemployment.<\/p>\n

Ross then asked participants to consider topics within the six strategic priority areas and offer suggestions for topics that should also be included in the plan:<\/p>\n

Communications<\/strong><\/p>\n

The Town’s preliminary priority topics are:<\/p>\n

    \n
  1. Establish comprehensive Corporate Communications Plan to improve access to information and services<\/li>\n
  2. Enhance communications and marketing channels (website, social media, etc.) to streamline how information is distributed, expand online services and expand presence<\/li>\n
  3. Design and promote a refreshed brand to reflect community economic development objectives<\/li>\n
  4. Improve communication among Council, Members of the Public and Town Staff through expanded engagement activities (survey, consultation, etc.)<\/li>\n<\/ol>\n

    Selected participants’ comments and suggestions: There needs to be more focus on communication to the world beyond Huntsville, and more needs to be done to engage youth.<\/p>\n

    Economic Development<\/strong><\/p>\n

    The Town’s preliminary priority topics are:<\/p>\n

      \n
    1. Establish an economic development strategy that includes a focus on youth retention through job creation; sports tourism, four-season tourism, workforce training\/education; and marketing Huntsville as an ideal place to live and work<\/li>\n
    2. Conduct Business Retention and Expansion Study to understand ways of strengthening the business community<\/li>\n
    3. Engage the private sector, broader community and other partners to generate innovative ideas related to economic growth and development<\/li>\n
    4. Partner in regional affordable housing strategies and develop local initiatives to address housing barriers that hinder economic development<\/li>\n<\/ol>\n

      Selected participants’ comments and suggestions: Include a focus on cultural tourism and tourism in general; support entrepreneurship; increase internet connectivity everywhere; and do more to attract and retain people, young people in particular<\/p>\n

      Governance<\/strong><\/p>\n

      The Town’s preliminary priority topics are:<\/p>\n

        \n
      1. Link annual spending and capital investments to priorities and objectives endorsed through this strategic visioning plan<\/li>\n
      2. Demonstrate fiscal transparency by developing community-friendly communication vehicles that educate public on how municipal finances are spent and accounted for<\/li>\n
      3. Encourage long-term, forward-thinking financial planning by establishing term-based budgets that guide and inform annual budgeting processes<\/li>\n
      4. Identify cost recovery from downloaded services and explore opportunities for shared services to leverage tax dollars and resources<\/li>\n<\/ol>\n

        Selected participants’ comments and suggestions: Clarify wording of point 4 (what cost recovery?); and get out of the landlord business with buildings like the Waterloo Summit Centre for the Environment.<\/p>\n

        Health and Wellness<\/strong><\/p>\n

        The Town’s preliminary priority topics are:<\/p>\n

          \n
        1. Participate in regional health care planning initiatives and develop local strategies to ensure high-quality care and services are in place to meet the community’s current and future needs, across the continuum of care<\/li>\n
        2. Promote Huntsville as a ‘healthy and active community’ offering a wide range of quality health and wellness-related services for all ages<\/li>\n
        3. Encourage healthier lifestyles through increased offerings that promote social engagement, physical and creative activity<\/li>\n
        4. Create a comprehensive Community Services Master Plan that promotes long-term development strategies for healthy and creative living in Huntsville<\/li>\n<\/ol>\n

          Selected participants’ comments and suggestions: Work to improve food security and educate people about growing their own food; don’t just participate in healthcare planning, be active in it; increase focus on people with special needs and vulnerable residents; improve access to primary care; promote the community as a health and wellness hub; and provide recreational and sport support for low-income youth.<\/p>\n

          Roads and Infrastructure<\/strong><\/p>\n

          The Town’s preliminary priority topics are:<\/p>\n

            \n
          1. Continue updating and implementing the Roads Needs Study and 10-year capital plan<\/li>\n
          2. Examine opportunities to expand high speed broadband connectivity throughout Huntsville<\/li>\n
          3. Encourage implementation of a regional Active Transportation Strategy<\/li>\n
          4. Conduct a complete asset inventory of significant infrastructure and outline long-term management plans – consider disposal option where appropriate<\/li>\n
          5. Collaborate with other municipal governments to determine potential for shared services: roads, planning, etc.<\/li>\n<\/ol>\n

            Selected participants’ comments and suggestions: promote connecting current assets (like sidewalks); engage provincial government for options like Ontario Northland rail service; play an active leadership role in active transportation option; and support other means of transportation to help people get around.<\/p>\n

            Sustainability<\/strong><\/p>\n

            The Town’s preliminary priority topics are:<\/p>\n

              \n
            1. Continued leadership in Environmental Sustainability by leveraging the vision of the Unity Plan, with a focus on energy, active transportation, waste management and encouraging community-wide culture of sustainability<\/li>\n
            2. Partner with Muskoka Watershed Council, District of Muskoka, and other municipalities to respond to recommendations outlined in ‘Planning for Climate Change in Muskoka’<\/li>\n
            3. Institute a Community Clean-up Program to reflect Huntsville’s commitment to healthy and clean living<\/li>\n<\/ol>\n

              Selected participants’ comments and suggestions: Make it a priority to scrutinize planning applications for their environmental impact; focus on low-impact tourism options; and look into banning water bottles within the town of Huntsville.<\/p>\n

              Participants each voted for their top three priorities. Economic development and health and wellness were clear winners.<\/p><\/div>\n

              Other items that participants felt were missing from the identified priorities included: reducing the town’s carbon footprint; bringing business to Huntsville; improving diversity and inclusion; supporting aboriginal and indigenous initiatives; and ensuring future subdivisions work within geographical challenges.<\/p>\n
