OSSGA\u2019s statements exaggerate the implications of the plan and misrepresent the state of aggregate supply in Ontario.<\/p>\n\n\n<div style=\"float: left; margin-right: 14px;\"><strong><broadstreet-zone zone-id=\"45658\" keywords=\"\" soft-keywords=\"true\" zone-alias=\"\"><\/broadstreet-zone><\/strong><\/div>\n\n\n\n<p>\u201cOSSGA is distorting the facts in a blatant attempt to interfere with the normal process of the Ontario Land Tribunal,\u201d says David Donnelly, RGMC legal Counsel, \u201cThere is no aggregate supply crisis\u2014the Ministry\u2019s own data makes this clear. It has called for\u00a0<a href=\"https:\/\/www.muskokaregion.com\/news\/muskoka-lakes-wants-to-ban-new-aggregate-operations-could-cost-taxpayers-claims-sand-gravel-group\/article_23abe986-06ff-5d63-a9bf-5fb5dbe825b7.html?source=newsletter&amp;utm_content=a04&amp;utm_source=ml_nl&amp;utm_medium=email&amp;utm_email=2AD261E3FBAD8F388DE5E3E3B571FC17&amp;utm_campaign=mrhl_50493&amp;utm_term=latest\" target=\"_blank\" rel=\"noreferrer noopener\">provincial\u00a0<\/a>intervention on behalf of all members as the OSSGA alleges that the OLT has not taken into consideration the Provincial Planning Statement in dismissing the appeals.<\/li>\n<\/ul>\n\n\n\n<p><strong>The Facts<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>There is no aggregate supply crisis:\n<ul class=\"wp-block-list\">\n<li>The Township of Muskoka Lakes already has more pits and quarries than any neighbouring municipality, and the local market is well supplied. In fact, Ministry of Natural Resources data confirms there is no risk to supply, with eighteen pits and quarries currently operating in Muskoka Lakes.<\/li>\n\n\n\n<li>Muskoka Lakes gravel mining companies are\u00a0<a href=\"https:\/\/geohub.lio.gov.on.ca\/datasets\/aggregate-site-authorized-active\/about\" target=\"_blank\" rel=\"noreferrer noopener\">licensed to extract\u00a0<\/a>over 5 million tonnes annually but mined only 6% of capacity (approx. 327,000 tonnes) in 2023. That is extremely low compared to other municipalities. Additional data can be found,\u00a0<a href=\"https:\/\/www.lioapplications.lrc.gov.on.ca\/Pits_And_Quarries\/index.html?viewer=Pits_and_Quarries.Pits_and_Quarries&amp;locale=en-CA\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>\u00a0and\u00a0<a href=\"https:\/\/geohub.lio.gov.on.ca\/datasets\/aggregate-site-authorized-active\/about\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Muskoka Lakes Official Plan is not banning aggregates:\n<ul class=\"wp-block-list\">\n<li>The Muskoka Lakes Official Plan does not ban new aggregate, but introduces protection for specified lakes and traffic safety via policies passed by unanimous District Council vote.<\/li>\n\n\n\n<li>These policies are entirely within the municipality\u2019s legal authority to safeguard lakes and community interests.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The legal and democratic process:\n<ul class=\"wp-block-list\">\n<li>Muskoka Lakes\u2019 Official Plan policies are both consistent with decades of community planning and aligned with the broader concerns identified by Ontario\u2019s Auditor General. The Township\u2019s approach seeks to balance the presence of a significant aggregate resource with the protection of its vital waterfront economy and the long-term interests of local residents.<\/li>\n\n\n\n<li>Muskoka Lakes\u2019 Official Plan was unanimously approved, with authority to protect lakefronts. Municipalities are entirely within their rights to do so.<\/li>\n\n\n\n<li>Any interference by the Minister of Natural Resources to roll back the new OP protections would undermine municipal autonomy and set a dangerous precedent for provincial overreach into local democracy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>\u201cThe real issue is OSSGA calling for the minister to step in under the guise of a supply crisis. OSSGA\u2019s push for intervention amounts to asking for preferential treatment and externalizing environmental costs onto communities.\u201d continues Donnelly, \u201cThe reality is, there is no crisis, and the planning policies should remain in place, that\u2019s what the people want,\u201d continues Donnelly.<\/p>\n\n\n\n<p><strong>What\u2019s next?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The OLT will review the request for recondition according to established procedure.<\/li>\n\n\n\n<li>The Township, District, and residents will engage in the appeal process and continue to defend local policies.<\/li>\n\n\n\n<li>RGMC will continue to monitor for and publicly respond to attempts at unwarranted provincial intervention.<\/li>\n<\/ul>\n\n\n\n<p><strong>Additional quotes:&nbsp;<\/strong><\/p>\n\n\n\n<p>\u00a0\u201cThis is not just a Muskoka issue. Across Ontario, communities are exercising their right to balance aggregate extraction with environmental protection. To suggest that Muskoka\u2019s decision creates a crisis in supply, is simply false.\u201d \u2013 Doug Tripp, RGMC co-chair.<\/p>\n\n\n\n<p>\u201cThis is not about stopping aggregate extraction\u2014it\u2019s about protecting what matters most. Granite is plentiful in Muskoka. Our policies simply ensure our roads are safe and that pits and quarries don\u2019t encroach on sensitive areas like waterfronts, which are vital to our economy and way of life.
