At its General Committee meeting on July 26, Huntsville councillors agreed to commit $10M towards the local cost share of building two new hospital sites in Muskoka\u2014one in Huntsville on existing hospital lands and one in Bracebridge on a new site.<\/p>\n\n\n\n

A report by Julia McKenzie, Huntsville’s Director of Financial Services\/Treasurer, detailed how the municipality could contribute the funds. She recommended moving $3.7M, the total amount the municipality currently holds in its Forbers Hill Reserve from the sale of the Waterloo building for $3,905,000 in 2018 to its Local [hospital] Share Reserve. The Waterloo funds coupled with the contribution of $230,000 towards the reserve in 2023 and every year moving forward until the $10M target is reached, will be invested until the funds are required to begin construction.<\/p>\n\n\n\n

“The Local Share for MAHC [Muskoka Algonquin Healthcare which manages both hospitals], as required by the Ministry of Health, has been estimated at $225,000,000, which is approximately 30% of the total cost estimated for the two hospital redevelopment project of $976,000,000,” according to McKenzie’s report.<\/p>\n\n\n\n

McKenzie added that a Local Share Working Group made up of representatives from all of Muskoka’s six municipalities, the District, municipalities in East Parry Sound, MAHC, and the two hospital foundations have been meeting frequently. <\/p>\n\n\n\n

“They continue to meet frequently. They’ve been tasking members of the group with developing individual plans for the organization to determine what level of contribution they will be able to support as a community.”<\/p>\n\n\n\n

She told councillors that MAHC has requested that the Town formalize its commitment as a requirement for the application to the Province.”So at this point, staff are recommending that the Town of Huntsville set a commitment to contribute a total of 10 million dollars in recognition of the economic impact and the importance of having one of the hospital redevelopments located in our community in the Town of Huntsville.”<\/p>\n\n\n\n

In her report, McKenzie also states: “It is important to note that there are many external variables that will impact the overall amounts required when the building of the two hospitals comes to fruition. These include: the construction costs over the next 15 years, the time frame of the start of the build, value of existing furniture,
fixtures and equipment (FFE) and contributions from other organizations, individuals and other municipalities.”<\/p>\n\n\n\n

Huntsville Mayor Nancy Alcock said she supports the direction. “I think this is the right approach,” said Alcock who noted that the chair of the MAHC Board of Directors, Moreen Miller, was waiting in the audience patiently. Alcock also said if Huntsville Council passes the recommendation, it will be the first of the lower-tier municipalities to make the commitment publicly. “I also think that we’re in a very fortunate situation that we are able to transfer the funds from an existing reserve that’s been sitting there, I almost feel like waiting for a project of this nature.” <\/p>\n\n\n\n

Councillor Bob Stone wondered whether the municipality would be able to reach its $10M goal. McKenzie noted that the idea is that the funds would grow each year from investment income “based on the assumptions that we know today,” she said, adding that the expectation is that the funds would grow by an average of five per cent year over year. <\/p>\n\n\n\n

“It’s important to note that I don’t have a magic ball that will say what the outcome will be but I think they’re reasonable estimates that we’re looking at and I’m quite certain in the next couple of years we’ll be back to make adjustments based on the new information.”<\/p>\n\n\n\n

Deputy Mayor Dan Armour also said he supports the recommendation, which was unanimously passed by the committee.<\/p>\n\n\n\n

The municipality is expected to enter into a formal agreement with MAHC, once the plan is ratified by council.<\/p>\n\n\n
