{"id":132357,"date":"2023-02-16T17:33:11","date_gmt":"2023-02-16T22:33:11","guid":{"rendered":"https:\/\/doppleronline.ca\/rwddev\/?p=132357"},"modified":"2023-02-16T21:28:24","modified_gmt":"2023-02-17T02:28:24","slug":"a-tipping-point-reached","status":"publish","type":"post","link":"https:\/\/doppleronline.ca\/huntsville\/a-tipping-point-reached\/","title":{"rendered":"A tipping point reached?: Dave Wilkin | Commentary"},"content":{"rendered":"\n<p><\/p>\n\n\n\n<p><em>By <\/em>Dave Wilkin<\/p>\n\n\n<div style=\"float: left; margin-right: 14px;\"><strong><broadstreet-zone zone-id=\"45658\" keywords=\"\" soft-keywords=\"true\" zone-alias=\"\"><\/broadstreet-zone><\/strong><\/div>\n\n\n\n<p>The past three years have been difficult, leaving many Canadians hurting and concerned about their future as we face a slowing economy and uncertainty around inflation, interest rates, and markets.&nbsp;&nbsp;<\/p>\n\n\n\n<p>NDP Leader Jagmeet Singh <a href=\"https:\/\/www.youtube.com\/watch?v=7a6bol3hXUE\"><span style=\"text-decoration: underline;\">criticizes PM Trudeau<\/span><\/a> for deflecting accountability, pointing out \u201cit\u2019s the PM\u2019s job to make Canada better\u201d. Conservative Leader Pierre Poilievre goes further, stating that after seven years under Trudeau, \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=hKPxCnLrstc\"><span style=\"text-decoration: underline;\">everything feels broken<\/span><\/a>&#8220;, pointing to the healthcare crisis, high inflation, violent crime (<a href=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/220802\/cg-a001-eng.htm\"><span style=\"text-decoration: underline;\">up 30 per cent<\/span><\/a>),&nbsp; opioid deaths (<a href=\"https:\/\/health-infobase.canada.ca\/substance-related-harms\/opioids-stimulants\"><span style=\"text-decoration: underline;\">up 250 per cent<\/span><\/a>), and <a href=\"https:\/\/tradingeconomics.com\/canada\/government-debt\"><span style=\"text-decoration: underline;\">half a trillion<\/span><\/a> dollars in new federal government debt.<\/p>\n\n\n\n<p>In response, Trudeau calls Poilievre \u201cirresponsible for exploiting the anger for political gain\u201c while lacking in future vision. Trudeau says his vision includes an improved healthcare system, a more inclusive\/green-powered economy, Indigenous reconciliation, unwavering Ukraine support, and a Canada that is \u201cthere for the Global South&#8221;.&nbsp; He wraps it all up with a <a href=\"https:\/\/www.ctvnews.ca\/politics\/we-must-meet-this-moment-trudeau-says-in-speech-to-liberal-caucus-1.6249535\"><span style=\"text-decoration: underline;\">new slogan<\/span><\/a>, \u201c<em>meet this moment\u201d,<\/em> adding to previous ones like \u201c<a href=\"https:\/\/www.ctvnews.ca\/politics\/federal-liberals-launch-choose-forward-as-election-campaign-slogan-1.4564847?cache=yes%3FclipId%3D64268%3FautoPlay%3Dtrue%3Fot%3DAjaxLayout\"><span style=\"text-decoration: underline;\"><em>choose forward<\/em><\/span><\/a>\u201d and <a href=\"https:\/\/twitter.com\/JustinTrudeau\/status\/1426973485423857664\">\u201c<span style=\"text-decoration: underline;\"><em>build back better<\/em><\/span><\/a>\u201d.<\/p>\n\n\n\n<p>So what do Canadians think?\u00a0 A <a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-data-dive-with-nik-nanos-canadians-think-the-country-is-headed-in-the\/\"><span style=\"text-decoration: underline;\">recent Nanos poll<\/span><\/a> indicates more Canadians believe the country is heading in the wrong direction and a <a href=\"https:\/\/leger360.com\/surveys\/is-canada-broken\/\"><span style=\"text-decoration: underline;\">Leger poll found<\/span><\/a> that 67 per cent of Canadians agree with Poilievre\u2019s statement that everything feels broken. <a href=\"https:\/\/338canada.com\/polls.htm\"><span style=\"text-decoration: underline;\">Multiple polls<\/span><\/a> now show the Conservative Party of  Canada pulling ahead of the Liberals. So is this just a blip, or is there a larger shift underway? A closer look at Canadians\u2019 top issues\u2014healthcare, affordability, and the economy\u2014yields some insight.<\/p>\n\n\n\n<p>On healthcare, the much-anticipated meeting between Trudeau and the 13 premiers was mostly political theatre, a carefully choreographed presentation of Trudeau\u2019s plan to appear as though his government was stepping up in a big way. They focused on the $196 billion over 10 years, all but ignoring that just $46 billion is actual new funding. That amount is $4.6 billion annually, a minuscule 1.4 percent of the <a href=\"https:\/\/www.cihi.ca\/en\/national-health-expenditure-trends-2022-snapshot\"><span style=\"text-decoration: underline;\">$331 billion total annual healthcare spend<\/span><\/a>. In 10 years, it\u2019s likely just 1 per cent. It raises the federal government&#8217;s share by 2 per cent, to 24 per cent of the total public sector spend (which is 70 per cent of the $331 billion), about one-sixth of the provincial ask. The federal share has fallen for decades.&nbsp;<\/p>\n\n\n\n<p>No doubt fixing the healthcare crisis will take fundamental system changes,&nbsp; most have been well documented, especially significantly growing the frontline service providers. However, big changes take time, and an aging population and high immigration levels accelerate the urgency. The provinces&#8217; fiscal limitations cap the spending increases they can provide. Trudeau avoided action in the past, but public outcry forced him to pivot. However, his high deficit spending ways and many unfulfilled promises (<a href=\"https:\/\/www.newswire.ca\/news-releases\/polimeter-trudeau-3-0-a-record-of-578-promises-to-track-831587771.html\"><span style=\"text-decoration: underline;\">Centre for Public Policy Analysis<\/span><\/a>,) boxed him in. He didn\u2019t \u2018<em>meet this moment<\/em>\u2019, he mostly played politics.&nbsp;<\/p>\n\n\n\n<p>At least there\u2019s some new money, which the premiers grabbed, and a beginning to broader discussions\/actions on long overdue nationwide sharing and collaboration.<\/p>\n\n\n\n<p>The fall economic update <a href=\"https:\/\/www.budget.canada.ca\/fes-eea\/2022\/report-rapport\/chap2-en.html?wbdisable=true#:~:text=There%20is%20no%20country%20better,workers%20want%20to%20move%20to.\"><span style=\"text-decoration: underline;\">boldly claimed<\/span><\/a>, \u2018no country is better placed than Canada to weather the coming global economic slowdown and thrive in the years ahead\u2019. Are Canadians buying it? Unlikely. We trail most developed countries on debt servicing, productivity gains, and real growth per capita while recovering job growth masks other concerning trends, including much of it being concentrated in <a href=\"https:\/\/bcbc.com\/insights-and-opinions\/how-does-b-c-s-labour-productivity-growth-compare-with-other-provinces-and-countries\"><span style=\"text-decoration: underline;\">lower-skill occupations<\/span><\/a>, a 20-year slide in the <a href=\"https:\/\/tradingeconomics.com\/canada\/labor-force-participation-rate#:~:text=Labor%20Force%20Participation%20Rate%20in%20Canada%20averaged%2065.70%20percent%20from,percent%20in%20April%20of%202020.\"><span style=\"text-decoration: underline;\">labor force participation rate<\/span> <\/a>and a faster growing public sector (a <a href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1410028802&amp;pickMembers%5B0%5D=1.1&amp;pickMembers%5B1%5D=3.1&amp;cubeTimeFrame.startMonth=01&amp;cubeTimeFrame.startYear=2014&amp;referencePeriods=20140101%2C20140101\"><span style=\"text-decoration: underline;\">50 percent higher<\/span><\/a> rate than in the private sector).<\/p>\n\n\n\n<p>The economic update forecast for a <a href=\"https:\/\/financialpost.com\/news\/economy\/canada-fiscal-update-new-aid\"><span style=\"text-decoration: underline;\">$36.4 billion federal deficit is outdated<\/span>,<\/a> given a slowing economy, rising costs &amp; recent spending announcements. The federal debt servicing cost is on track to <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-federal-debt-costs-to-exceed-40-billion-a-year-by-2025-26-pbos-pre\/#:~:text=The%20cost%20of%20financing%20the,than%20what%20the%20government%20has\"><span style=\"text-decoration: underline;\">double within a few years<\/span><\/a> and former Bank Of Canada chair David Dodge warns about excessive federal deficit spending.&nbsp; It all means little new spending room is left.<\/p>\n\n\n\n<p>Then there\u2019s government waste. The PBO flagged multiple <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-liberal-government-undermines-financial-transparency-with-delays-in\/\"><span style=\"text-decoration: underline;\">financial transparency problems<\/span><\/a> and <a href=\"https:\/\/calgaryherald.com\/news\/politics\/cra-covid-wage-subsidy-15b-pbo\/wcm\/da7576c2-c08c-4e9d-83ab-c8ef1166223a\"><span style=\"text-decoration: underline;\">blasts the Canada Revenue Agency<\/span><\/a> for saying it\u2019s &#8216;not worth the effort&#8217; to recover some $15B in COVID wage subsidies. Additionally, <a href=\"https:\/\/www.fraserinstitute.org\/article\/ag-confirms-billions-in-covid-spending-was-poorly-targeted-continuing-a-troubling-trend\"><span style=\"text-decoration: underline;\">Canada\u2019s Auditor General documented<\/span><\/a> poorly targeted COVID spending.&nbsp; More recently we learned of escalating federal government contract spending, reaching <a href=\"https:\/\/govcanadacontracts.ca\/all\/\"><span style=\"text-decoration: underline;\">$22.2 billion in 2022<\/span><\/a>, up 16 percent in just three years. Over seven years, the Federal Public Service population <a href=\"https:\/\/www.canada.ca\/en\/treasury-board-secretariat\/services\/innovation\/human-resources-statistics\/population-federal-public-service.html\"><span style=\"text-decoration: underline;\">ballooned 31%<\/span><\/a> to 336,000. That\u2019s triple Canada\u2019s population growth rate and 1.7 times that of the non-federal government public sector growth rate. Now looming, the Public Service Alliance of Canada union\u2019s outrageous <a href=\"https:\/\/nationalpost.com\/news\/politics\/federal-union-wants-47-compensation-increase\"><span style=\"text-decoration: underline;\">47 per cent 3-year pay increase<\/span><\/a> ask.&nbsp;<\/p>\n\n\n\n<p>On competence generally, the federal government&#8217;s missteps continue in the form of Delay of the controversial MAID legislation, withdrawal of the gun control amendment, C75 bail reform tragic consequences, bill C-13 official languages controversy, the anti-Islamophobia debacle and incoherent foreign policy (especially regarding China).&nbsp;&nbsp;<\/p>\n\n\n\n<p>So going into year eight, the federal government looks tired.&nbsp; Trudeau\u2019s personal brand, tightly bound to the Liberal party brand, now drags on it, as his continuing reliance on catchy slogans, photo-ops, tokenism, wedge politics, and deflection wears thin. Even former finance minister Bill Morneau writes about this in his new book, <a href=\"https:\/\/www.cbc.ca\/news\/politics\/bill-morneau-book-politics-trudeau-1.6716834\"><span style=\"text-decoration: underline;\"><em>Where To From Here, A Path to Canadian Prosperity<\/em>.<\/span><\/a>&nbsp; He adds to past criticisms in books from former Liberal MP Celina Caesar-Chavanne , <a href=\"https:\/\/www.cbc.ca\/player\/play\/1865871939802\"><em><span style=\"text-decoration: underline;\">Can You Hear Me Now<\/span>?<\/em><\/a> and from former Liberal justice minister Jody Wilson-Raybould\u2019s&nbsp; <em><a href=\"https:\/\/nationalpost.com\/news\/politics\/i-did-not-trust-these-people-wilson-rayboulds-new-book-reveals-battles-within-liberal-party\"><span style=\"text-decoration: underline;\">&#8216;Indian&#8217; in the Cabinet<\/span><\/a>\u2019<\/em>.&nbsp;<\/p>\n\n\n\n<p>As parliament heats up and a pivotal spring budget approaches, I sense a tipping point has arrived. Will Jagmeet Singh or Trudeau himself pull the plug, triggering an early election?&nbsp; Will Trudeau be pushed by powerful Liberal forces to take his <span style=\"text-decoration: underline;\">\u2018<a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-to-run-or-not-to-run-2023-is-trudeaus-year-to-decide\/\">walk in the snow<\/a>\u2019<\/span>, opening the door for new leadership? As political writer Aaron Wherry eloquently puts it, Trudeau\u2019s \u201c<a href=\"https:\/\/www.cbc.ca\/newsinteractives\/features\/justin-trudeau-election-poilievre-liberal\"><span style=\"text-decoration: underline;\">put-up-or-shut-up moment<\/span><\/a>\u201d has arrived.<\/p>\n\n\n\n<p>I remain hopeful, as Canada has so many advantages compared to most countries and Canadians are well-educated, hardworking, and resilient. More voters are now seeing the national leadership failures and are calling for serious actions and real results on their top issues, not visions and promises.<\/p>\n\n\n\n<p>In a future article, I will share the changes I am looking for.
